We calculate from roof area to drain, available fall and peak flow from heavy rain. A large roof typically needs two or three discharge points at minimum.
If the public line is nearby and has spare capacity, sometimes yes, but officials must approve any new connection. Usually we design a site-specific collection tank to protect the public line from overflow.
