Why does water stop only on the upper floors?
It is always an air lock blocking flow through the rising main. Check that the air valve at the top of the rising line is open and not blocked. If blocked, open it gently or replace it with a new valve.
Can the pump run all day without stopping?
Yes, if it is designed for continuous running and the motor is well cooled. If the old pump only works in short bursts that means the tank is large and needs light load constantly, so continuous running may cause overheating.
