Usually no, we use thermal imaging first to pinpoint the leak exactly, then measure wall thickness. If the leak is near the surface we open only a small area around the damaged pipe.
We close the main shutoff valve only for the damaged section if possible. If there is no branch valve we close the main one but for very short time, usually under thirty minutes.
