Not necessarily. Rust comes from old pipes or the iron tank itself, not the mains. We clean the seat and pipe thoroughly, and if rust returns quickly the tank is corroding and should be replaced.
Usually the flush pipe is clogged with iron or lime deposits. We open the pipe from below and clean it with hot water and caustic soda. If that fails we soak the pipe in mild acid for an hour then rinse thoroughly before reinstalling.
