In very extreme cases we use two foam layers of different thicknesses, especially for very long hot pipes. The outer layer reflects heat and the inner retains it, cutting loss substantially.
We dig carefully around the pipe, clean it of sand and debris, wrap it fully with insulation, then re-cover with sand allowing for air flow. An outer protective layer blocks moisture entry from the sand.
