It does not stop it completely but reduces the temperature difference between pipe and surrounding air so droplets do not form. In very humid rooms a trace of moisture may appear on the insulation surface itself, not on walls.
We use 25mm foam on main lines from tank and heater, 20mm on branch runs. Thicker insulation loses less heat but we choose based on pipe length and water pressure in your system.
