Not necessarily. Low pressure might mean a leak far away under the road losing water gradually before it reaches your house. We run the district pump during testing to distinguish between normal pressure loss and actual leakage.
We open a small access pit at the point marked by low pressure. Usually the soil under the road is sandy and easy to dig. After repair we re-lay the pipes and close the pit with simple compaction.
